User roles are managed at two levels - the Organisation and the Register.
Organisation Roles can be managed in Organisation Settings -> Users. Register Roles can be managed in Register Settings -> Users.

Please note that only certain users have sufficient permissions to invite users to an Organisation or Register, or to modify a User's permissions.
